Thus, the System’s true purpose and the Rulers’ relationship with it still remain unclear, which definitely makes others believe that Rulers aren’t the good guys after all!

Jinwoo has been played by the Rulers all along!
It is also possible thatJinwoo has been manipulatedby the Rulers all along! The System seems to be guiding Jinwoo’s journey, helping him become stronger, but maybe it’s all just a setup to take down even the most powerful Monarch.
