Personas act very similarly inPersona 3 Portableas in other entries in this series. In Persona 3, you unlock new Personas through shuffle time and can use them or take them to the velvet room to fuse them together to make more unique and stronger Personas. Each Persona is associated with an Arcana and depends on your social link level of that Arcana to get a bonus experience when fusing.

The key to getting the best Personas will always be fusing; this will allow you to carry over the best passive skills and abilities to the new Personas. After maxing a social link, you’ll get the ability to fuse that Arcana’s ultimate Persona, and more often than not, these are some of the best Personas in the game.
10Scathatch
Scathatch is a well-balanced Persona that learns both a heavy Wind and a heavy Ice attack. It will also learn a powerful Pierce physical ability, along with Power Charge, to double the damage to the following physical attack. Fusing it with an even stronger physical attack would leave it doing significant amounts of physical damage in battle without it being a physical damage-only Persona.
Even with its offensive capabilities, Scathatch also learns Amrita, which cures the entire party of all ailments. Multiple late-game bosses focus heavily on different status effects, and this spell will help counter all of them. Scathatch can also learn Invigorate 3, which restores SP with every turn, perfect for more prolonged battlesor exploring Tartarus.

For those who have any familiarity with the many iterations of Thor in popular media, this version is exactly what you’d expect. Thor has strong physical attacks where he uses his hammer, along with even more powerful Electric spells. While he innately does great damage, he eventually learns passive skills that further multiply his current damage outputs for both physical and Electric attacks.
Thor also eventually learns High Counter, which has a very high possibility of countering physical attacks. While Thor is an outstanding Persona, he can also be used to fuse into a weapon and create Mjolnir to be wielded by the members of SEES.

Shiva can help make the protagonist incredibly resilient and very difficult to take down. A recurring theme in the Persona games is the game over screen that follows should the protagonist go down in battle. With Shiva equipped, she will learn Enduring Soul, which will keep the protagonist alive and fully heal them should their HP reach 0 once per battle.
Shiva also learns Victory Call in the later levels, which fully restores your HP and SP at the end of every battle, which is very useful when grinding if you’re trying to reach the max level. Shiva also learns a pretty great charm ability and has a Pierce attack which has a high likelihood to instill fear in your enemies, adding on additional status effects in the battle to your enemies.

Alice is a recurring Persona in the series, specializing in insta-killing your enemies with Darkness attacks. Alice later learns an ability that furthers that chance of success with her insta-kill abilities. Alice can also drain SP from enemies, making her a valuable addition during your long treks through Tartarus.
Alice is also an excellent option for status effects, able to instill fear in your opponents relatively quickly. She also can lower the defense of all enemies, making for a great support-type Persona.

6Beelzebub
Beelzebub has access to a high-odds Darkness ability that may insta-kill your enemies. In later levels, they also learn a skill that increases the odds of this happening, making it a very powerful quick farm Persona. The higher magic stats also pairs very well with the wider range of magic abilities it has access to.
This Persona learns heavy Fire and heavy Ice spells and a heavy Almighty spell. It has three elements to aim for other weaknesses, and the backup almighty ability ensures it is always useful in battle. This Persona also learns a spell that can possibly poison your enemies, adding another layer of status effects to battle.

Metatron is another Persona that will help ensure you stay alive in combat. It innately reflects Light-based attacks and will learn new abilities that also reflect Fire, Ice, and Electric, leaving only a few ways of receiving damage. Metatron also learns Auto-mataru, helping your party jump straight into battle with stronger attacks than usual.

This is also one of the few Personas that learns not only an Almighty ability, but also one of the strongest Almighty moves in the game. Metatron also learns a Light insta-kill ability, but you’re much more likely to be spamming Megidoloan every chance you get, no matter the enemy.
Much to his Norse roots, Surt primarily focuses on his Fire-based magic. He is at a lower level than many other entries on this list, but it is one of the earliest Personas you can get with a ‘severe’ damage ability. He also learns a heavy Slash ability to one foe, but other than that, he learns all the best Fire-based abilities.
He will eventually learn Ragnarok, the best Fire-based ability in the game. Pairing this with Fire Amp, which he learns later, will have him doing staggering amounts of Fire damage. For those willing to go to the arcade and level up his magic, he can even make short work of the final boss simply spamming Ragnarok.
Helel has access to some of the greatest abilities in the game, ranging from massive Pierce damage to a single foe or heavy Fire damage to all enemies. Helel also learns a passive skill that drains HP from Slashing damage, which can be paired with other learned or fused abilities to heal you with each hit greatly.
Helel also learns Mind Charge, which doubles the magic damage of the following ability you cast, which in most instances will be the best Almighty spell in the game, Morning Star. Comboing these abilities can result in maxing out the damage output this game has with relative ease. Helel also learns Salvation, which fully heals your entire team’s HP and is one of the best healing abilities in the game.
Messiah excels in incredible survivability in battle. Each turn, the protagonist will restore some HP and SP, and he also provides a passive skill that drains health from Pierce attacks. Messiah also knows Salvation, which can fully heal the party, and Enduring Soul, to revive the protagonist should their health reach zero.
Messiah also learns a severe Almighty and Strike ability, both dealing incredible amounts of damage. The final skill it learns is a passive skill that increases all magic damage, including Almighty, by 50%, allowing it to deal some of the highest damage possible.
1Orpheus Telos
Orpheus Telos is by far the hardest Persona in the game to obtain and requires players to max out every social link in the game. Orpheus Telos is unique because it only innately learns one ability, which fully restores HP and SP after every battle.
Despite having no preset abilities, what makes Orpheus Telos so powerful is that it is a true blank slate made from all the best Personas in the game. This allows you to bring the best abilities from the best Personas and create your own ultimate Persona to fitwhatever playstyle you wantit to.
