The statement about him being the most powerful warrior was probably just a way to introduce him, rather than being a fact that establishes the absolute power scaling for the series. However, there’s another aspect of the episode that suggests that things might change quite soon, or maybe they already have.
The Power Scale Might Turn Around By the End
The first thing we see Goku do during the first episode is engage in a training session with Vegeta. Goku has always been quite diligent about training. That is not the case with Gohan; he is known for slacking off. This makes it easier for Goku and Vegeta to surpass him any day.
So, it’s safe to assume that Gohan might have been the strongest character at the beginning, but it won’t be long before Goku catches up. Or that he has already caught up. Similar to how, at the beginning ofSuper, Goku was stronger than everyone else, including Gohan.
It’s quite clear that Goku is the main character ofDAIMA, so it’s safe to assume that the focus will largely remain on him. It will be interesting to see how the story progresses, as it can switch things around for both characters. Canonically, the placement ofAkira Toriyama’s final project suggests that Goku isn’t the strongest. But with how things are progressing, it won’t be long before he reclaims the top spot.
