The other characters are Charlotte Katakuri, the second strongest character of Big Mom Pirates; King, the second strongest character of the Beast Pirates; and Shiryu,the second strongest character of Blackbeard Pirates. All three of them possess these skull emblems on their attire, which might be a hint by theOne Piecemanga creator.
